In April 2016, the Office of Community Wealth Building released its multi-faceted program to substantially reduce poverty in Richmond. The plan calls for increases in employment opportunities, adult education, access to child-care and transportation, and improvements in health-care. The report states takes a family approach, stating, “To substantially reduce poverty, the City of Richmond must assist as many families as possible in achieving lasting economic stability. The achievement and sustenance of economic stability involves more than just individuals obtaining a paycheck. Human beings have multiple needs—for health, for community affiliation and connection, for stable family support, as well as for day-to-day supports.”
