For decades, policies and practices of disinvestment and destruction have been inflicted upon poor communities of color in our nation’s cities, cutting across otherwise separate domains to create an impenetrable web of disadvantage. Our Houston/Marshall Plan for Community Justice begins with acknowledgement of this war-like devastation and proceeds from a simple premise: voices of those most directly impacted must be raised, heard, and centered in efforts to rebuild.

As the home of the Houston/Marshall Plan, this website serves as a bank for ideas, programs, policies, community organizing, and public advocacy; a bank into which we can all deposit and from which we can all withdraw, stocked with research and innovative solutions to respond to decades of state violence.
